<trans-abstract xml:lang="en"><p>The aim of the study is to identify the organizational and methodological aspects of  additional education of civil servants in foreign countries. The relevance of turning to international experience is due to the need to form a professional development system. The methodology  includes an analysis of scientific publications, materials from the websites of national academies  of civil service and government agencies of foreign countries; reviews of national and international organizations for 2021–2024. Various sources made it possible to consider the issues of professional development of civil servants using the example of 25 countries. The areas of state activity in the professional development of civil servants, new educational models, areas of training and formed competencies (client-centric, digital, adaptive, transprofessional, leadership), educational formats and new digital tools for formal and informal learning are identified. In the modern system of professional development of civil servants, the subject of management of this process, the object of management, the managing influence, the preferred state are identified. It is concluded that the professional development system is acquiring the character of an ecosystem, which involves not only government bodies, state organizations and educational institutions, but also professional communities; nonprofit, consulting, research organizations; business structures; citizens; international institutions.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>государственная служба</kwd><kwd>профессиональное развитие</kwd><kwd>тренды</kwd><kwd>кадровый резерв</kwd><kwd>образовательные форматы</kwd></kwd-group><kwd-group xml:lang="en"><kwd>civil servants</kwd><kwd>professional development</kwd><kwd>training</kwd><kwd>global trends</kwd><kwd>personnel reserve</kwd></kwd-group><funding-group xml:lang="ru"><funding-statement>работы по научно-методическому обеспечению выполнены в рамках исполнения государственного задания РАНХиГС на 2024 год 12.17-2024 «Методология, технологии и организационно-правовые механизмы формирования и использования федерального кадрового резерва на государственной гражданской службе посредством ЕИСУКС».</funding-statement></funding-group><funding-group xml:lang="en"><funding-statement>The work on scientific and methodological support was carried out within the framework of the execution of the RANEPA state task for 2024 12.17-2024 "Methodology, technologies and organizational and legal mechanisms for the formation and use of the federal personnel reserve in the civil service through the EISUCS".</funding-statement></funding-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Cuong T.V., Phuong N.M.
