Современный образовательный детерминизм, его вес и качественное измерение определяют возможные контуры динамики политико-управленческого онтогенеза государственного строительства, контуры модификаций интеллектуального потенциала социально-экономических систем общества. Сущностные характеристики образования вполне соответствуют социально-политической природе того общества, которое именуется информационно-интеллектуальным, где знания становятся главной ценностью нематериальных активов, перманентно изменяя характер и взаимосвязи в системе образования и общества. Объект исследования – политическое управление интеллектуальными ресурсами в современных условиях модернизации российского образования. Предмет исследования – теоретико-методологическое основание моделирования политического управления динамикой изменения структурно-функционального содержания, организации и социального статуса системы интеллектуальных ресурсов в условиях политико-социальной трансформации российского общества.
Рассмотрены теоретико-методологические основания исследования управления интеллектуальными ресурсами и сущностные характеристики понятийно-категориального аппарата, которые повлияли на институциональную модификацию системы интеллектуального воспроизводства в современной России. Теоретико-методологическое изучение оснований моделирования политического управления как терминальной ценности изменения динамики содержания, организации и социально-политического статуса системы интеллектуальных ресурсов позволило по-новому проанализировать политико-социальную трансформацию российского общества. Определены концептуальные подходы к управлению интеллектуальными ресурсами, диагностировавшие состояние политико-социологического осмысления методологических проблем интеграции гуманитарного знания в государственную образовательную политику. Предложены меры, которые смогли бы поспособствовать оптимизации управления интеллектуальными ресурсами с учетом реализации задач национального проекта «Образование».
Modern educational determinism, its weight and qualitative dimension determine the possible contours of the dynamics of the political and managerial ontogenesis of state-building, the contours of modifications of the intellectual potential of socio-economic systems of society. The essential characteristics of education fully correspond to the socio-political nature of the society, which is called information and intellectual, where knowledge becomes the main value of intangible assets, permanently changing the nature and interrelationships in the education system and society. The object of the study is the political management of intellectual resources in the modern conditions of modernization of Russian education. The subject of the research is the theoretical and methodological basis for modeling political management of the dynamics of changes in the structural and functional content, organization and social status of the system of intellectual resources in the conditions of political and social transformation of Russian society. The theoretical and methodological foundations of the study of intellectual resource management and the essential characteristics of the conceptual and categorical apparatus that influenced the institutional modification of the system of intellectual reproduction in modern Russia are considered. The theoretical and methodological study of the foundations of modeling political governance as the terminal value of changing the dynamics of the content, organization and socio-political status of the system of intellectual resources allowed a new analysis of the political and social transformation of Russian society. Conceptual approaches to the management of intellectual resources have been identified, which have diagnosed the state of political and sociological understanding of methodological problems of integrating humanitarian knowledge into state educational policy. The measures that could contribute to optimizing the management of intellectual resources, taking into account the implementation of the tasks of the national project «Education», are proposed.
