В статье концепты «политической элиты», «политического лидерства» и «девиации» были проанализированы в их взаимосвязи и взаимозависимости, выявлен «парадокс элит», связанный с двойственностью их позиционирования в системе общественной морали и управления, обеспеченный исключительными полномочиями и ресурсами по установлению социально-политических норм, реализации собственных интересов, утверждения практик двоемыслия, трансгрессии и произвола как атрибутов политической морали, опирающейся, на парадигму макиавеллизма и понятие политической эффективности. Поскольку в классических и современных концепциях административно-бюрократических элит их сущностные характеристики и функционал определяются в соответствии с рационально-легальным типом господства, основные девиации их поведения и качества происходят в плоскости отклонения от системы рационально-легальных установок и правил. С одной стороны, в целях предотвращения девиаций, это ориентирует на максимальное исключение воздействия так называемого «человеческого фактора» в политическом управлении, связанного с объективной тенденцией элиты к обособлению, дистанцированию от большинства, его эксплуатации в корпоративных интересах удержания и преумножения власти и т.д. А, с другой стороны, актуализирует проблематику ценностной составляющей в деятельности административно-политических элит, проблему служения интересам большинства и государственным стратегическим целям развития, выявления и анализа механизмов и моделей политического управления не только на основе легальной рациональности, но и традиционных публичных ценностей. При этом наиболее перспективной моделью взаимодействия политического лидера и его последователей выступает конституентная модель, а трансформационное лидерство наиболее соответствует задачам парирования механизмов девиации политических элит и развития гражданского общества в кризисные переходные эпохи.

In the article, the concepts of "political elite", "political leadership" and "deviation" were analyzed in their interrelation and interdependence, the "paradox of elites" was revealed, associated with the duality of their positioning in the system of public morality and management, provided with exclusive powers and resources to establish socio-political norms, realize their own interests, and approve practices Doublethink, transgression and arbitrariness as attributes of political morality based on the paradigm of Machiavellianism and the concept of political efficiency. Since in classical and modern concepts of administrative and bureaucratic elites, their essential characteristics and functionality are determined in accordance with the rational-legal type of domination, the main deviations of their behavior and quality occur in the plane of deviation from the system of rational-legal attitudes and rules. At the same time, the most promising model of interaction between a political leader and his followers is the constitutional model, and transformational leadership is most consistent with the tasks of parrying the mechanisms of deviation of political elites and the development of civil society in crisis transitions.
