В современных условиях все большее внимание исследователей привлекает, с одной стороны, глобальная технологическая повестка и способы определения соответствующих национальных приоритетов, с другой стороны, подходы и механизмы формирования стратегических региональных приоритетов развития. Однако исследования по данным двум направлениям проводятся в основном изолированно, что ограничивает возможности практической реализации получаемых решений. Более того, глобальные шоки последних лет демонстрируют высокую уязвимость чрезмерно централизованных производственных систем, для обеспечения технологического суверенитета требуется сбалансированная и устойчивая совокупность региональных экономических систем.</p><p>Цель исследования состоит в изучении точек сопряжения глобальных технологических трендов, правильный учет которых требуется для достижения технологического суверенитета, и региональных стратегических приоритетов развития в российской экономике.</p></sec><sec><title>Материалы и методы</title><p>Материалы и методы. Исследование проведено с применением методов наукометрического анализа и контент-анализа. В качестве основного источника информации для формирования корпуса статей выступила платформа Lens.org. Наукометрический анализ проводился с применением программного обеспечения VOSviewer (версия 1.6.20). По наиболее релевантным статьям проводится контент-анализ для выделения точек сопряжения рассматриваемых тематических блоков с учетом концептов, которые стали ядрами кластеров в построенных сетевых картах.</p></sec><sec><title>Результаты</title><p>Результаты. В работе на основе построения сетевых карт терминов с учетом временного фактора показаны разрывы в исследованиях по стратегическим приоритетами регионального экономического развития и технологическому суверенитету. В исследованиях по технологическим трендам выявлено смещение исследовательского фокуса с технологического развития на технологический прогресс. Применительно к тематике регионального развития определено широкое разнообразие концептов (инновации, стратегическое планирование, кооперация, интеграция, занятость, отношения центра и территорий, поиск конкурентных преимуществ и способов ответа на вызовы через балансирование стратегий разного уровня и интересов различных субъектов), а также отсутствие явной тенденции изменения содержания публикаций.</p></sec><sec><title>Выводы</title><p>Выводы. В работе выделены области пересечения рассматриваемых тематических блоков: инфраструктурно-технологическая область, область развития человеческого капитала, создание инновационной экосистемы, промышленная кооперация. На основе результатов анализа сделан вывод о целесообразности формирования новой рамки экономической политики, интегрирующей региональную, научно-техническую и инновационную политику не только через включение в них одних и тех же вопросов, но и через новые инструменты регулирования.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Introduction</title><p>Introduction. In contemporary conditions, researchers are increasingly focusing on, on the one hand, the global technological agenda and methods for defining corresponding national priorities, and on the other hand, approaches and mechanisms for forming strategic regional development priorities. However, research on these two fronts is predominantly conducted in isolation, which limits the practical implementation of the resulting solutions. Furthermore, recent global shocks have demonstrated the high vulnerability of overly centralized production systems; achieving technological sovereignty requires a balanced and sustainable aggregate of regional economic systems.</p><p>The purpose of this study is to examine the points of convergence between global technological trends, the correct consideration of which is required for achieving technological sovereignty, and regional strategic development priorities within the Russian economy.</p></sec><sec><title>Materials and methods</title><p>Materials and methods. The research was conducted using methods of scientometric analysis and content analysis. The Lens.org platform served as the primary source for forming the corpus of articles. Scientometric analysis was performed using VOSviewer software (version 1.6.20). Content analysis of the most relevant articles was carried out to identify the intersection points of the considered thematic blocks, taking into account the concepts that formed the core clusters in the constructed network maps.</p></sec><sec><title>Results</title><p>Results. Based on the construction of term network maps that account for the time factor, the study reveals disconnects in research on strategic regional economic development priorities and technological sovereignty. Research on technological trends shows a shift in focus from technological development to technological progress. Regarding regional development, a wide diversity of concepts was identified (innovation, strategic planning, cooperation, integration, employment, center-periphery relations, the search for competitive advantages and ways to respond to challenges by balancing strategies at different levels and the interests of various actors), alongside the absence of a clear trend in the evolution of publication content.</p></sec><sec><title>Conclusions</title><p>Conclusions. The study identifies areas of intersection between the considered thematic blocks: the infrastructure-technology domain, the human capital development domain, the creation of an innovation ecosystem, and industrial cooperation.
