Author Guidelines

Only original author's scientific articles that have not previously been published in other printed or electronic publications are accepted for publication.

The publication of scientific articles in the journal is carried out in accordance with the standards of publishing ethics adopted by the international community, public organizations of Russian scientific publishers. In order to prevent ethical conflicts in the field of scientific publications, the norms of the Code of Ethics of Scientific Publications and the ANRI Declaration «Ethical Principles of Scientific Publications», approved by the Committee on Ethics of Scientific Publications are being implemented.

Authors attention!

The collection of articles in the current issue ends on the 20th of the first month of the current quarter:

No. 1 acceptance of articles until January 20th;

No. 2 acceptance of articles until April 20th;

No. 3 acceptance of articles until July 20th;

No. 4 acceptance of articles until October 20th.


Starting in 2025, a fee of 700 rubles will be charged for editorial and publishing preparation per 1 page of the manuscript, made in Times New Roman font, size 14, line spacing - 1.5 intervals, margins around the perimeter of the page – 2 cm, paragraph indentation - 1 cm. Members of the Editorial Board/Council, the RANEPA Faculty of Law, external reviewers, as well as scientists with high scientometric indicators may be exempt from this payment.

When sending an article to the editorial office of the journal «STATE AND MUNICIPAL MANAGEMEMENT. SHOLAR NOTES» it is recommended to follow the following rules.

The manuscript is sent to the editorial office in electronic form the jurnal-gmu-uriu@ranepa.ru.The article file uploaded to the system must be submitted in Microsoft Word format (have the extension *.doc, *.docx).

The volume of the full text of the manuscript:

For the original article, the volume of the full text of the manuscript is from 15 A4 pages, typed in Times New Roman font, size 14 pt and line spacing 1.5 pt. The specified volume includes tables and a list of references (in Cyrillic and Latin). The volume of the manuscript is larger than the specified one – in agreement with the editorial board (in the case when the volume of the article exceeding the standards, in the opinion of the author, is justified and cannot be reduced, the decision on publication is made by the editorial board on the recommendation of the reviewer).

Requirements for the manuscript

  • The format of the manuscript text.

The text should be printed in Times New Roman font, have a size of 14 pt and a line spacing of 1.5 pt. The margins on each side of the page are 2 cm. Selections in the text can be made in italics or boldletters, do not use text underscores. It is necessary to remove all duplicate spaces and extra line breaks from the text (Note: in automatic mode through the «find and replace» service).

  • The file with the text, of the article uploaded to the manuscript submission form must contain all the information for publication (including figures and tables).

Manuscript Structure Template:

Title of the manuscript of the article

Author/The authors of the manuscript of the article. When writing the authors of the article, the name, patronymic, surname are indicated in full and in the given sequence (Ivan Petrovich Sidorov).

The name of the institution. It is necessary to provide the official name of the institution (in accordance with the name specified in the statutory documents of the organization, without abbreviations). If authors from different institutions participated in the writing of the manuscript, it is necessary to correlate the full names of the authors and the names of institutions by adding numeric indexes in upper case after the names of the respective authors and before the names of the institutions affiliated with them. The city and country of residence are indicated. Each author must specify his e-mail and ORCID identification number. Note: to get a personal number, you need to register on the website.

The summary of the article should be structured (if the work is original): relevance, purpose, materials and methods, results, conclusions. The resume must fully correspond to the content of the work. The volume of the resume text should be within 100-300 words.

Keywords. It is necessary to specify keywords - from 10, contributing to the indexing of the article in search engines. Keywords should be placed not in alphabetical order, but according to the degree of significance, separated by a punctuation mark "semicolon", at the end of the punctuation mark "dot" is not put.

English-language abstract

Article title. The English-language name must be literate from the point of view of the English language, while fully corresponding in meaning to the Russian-language name.

Author names. The full name must be written in accordance with the foreign passport, or in the same way as in previously published articles. Authors who are publishing for the first time and do not have a foreign passport should use the BGN/PCGN transliteration standard (see below).

Affiliation. It is necessary to indicate the OFFICIAL ENGLISH-LANGUAGE NAME OF the INSTITUTION (in accordance with the name specified in the statutory documents of the organization, without abbreviations).The most complete list of the names of institutions and their official English version can be found on the RUNEB website eLibrary.ru

Abstract. The English version of the summary of the article should fully correspond in meaning and structure to the Russian version and be literate from the point of view of the English language.

Keywords. Keywords in English – from 3 to 10, contributing to the indexing of the article in international search engines. Keywords should be placed in the same sequence as in Russian, separated by a punctuation mark "semicolon", at the end of the punctuation mark "dot" is not put.

Information about a conflict of interest. Authors should disclose potential and obvious conflicts of interest related to the manuscript. Any situation (financial relations, service or work in institutions with a financial or political interest in published materials, job responsibilities, etc.) that can influence the author of the manuscript and lead to concealment, distortion of data, or change their interpretation can be considered a conflict of interest. The presence of a conflict of interest among one or more authors is not a reason for refusing to publish an article. The concealment of potential and obvious conflicts of interest on the part of the authors revealed by the editorial board may cause refusal to review and publish the manuscript.

Information about sponsorship. It is necessary to indicate the source of funding for both scientific work and the publication process of the article (foundation, commercial or state organization, private person, etc.). It is not required to specify the amount of funding.

Acknowledgements. The authors can express their gratitude to the people and organizations who contributed to the publication of the article in the journal, but are not its authors.

Contributions from authors and non-authors. In the "Acknowledgements" section, people who have contributed to the work but do not meet the criteria of authorship may be mentioned, for example: those who supported the research, performed the role of mentor, assisted in data collection, coordinated the research, etc. To correctly determine the contribution, the authors of the journal can use one of the schemes recommended by COPE:

The article, if accepted for publication, is placed in the public domain. Copyright is reserved for the authors.

The full text (in Russian or English)should be structured by sections. The structure of the full text of the manuscript devoted to the description of the results of the original research should correspond to the generally accepted template and contain sections: introduction (relevance), purpose and objectives, materials and methods, results, conclusions, as well as – at the request of the author – thematic subsections.

Tables should be placed in the text of the article and numbered (Table 1 – Tabl. 1), have clearly marked columns, convenient and understandable for reading. The names should be given in italics in Russian and English. The data in the table should correspond to the figures in the text, but should not duplicate the information presented in it. References to tables in the text are mandatory.

Picture (graphs, diagrams, diagrams, drawings and other illustrations drawn by means of MS Office) should be contrasting and clear. The amount of graphic material is minimal (except for works where it is justified by the nature of the study). Each drawing should be placed in the text and accompanied by a numbered caption in italics in Russian and English (Fig. 1 – Fig. 1). The source of the drawing must be specified (for example: publication, website, museum, photo of the author). References to figures in the text are mandatory.

References

The design of the list of references is carried out in accordance with the requirements of the "Vancouver style" with an indication at the end of the index source of the unique digital identifier of the object (English Digital Object Identifier, abbreviated DOI) registered in the CrossRef CrossRef system.

For reference:
Vancouver Citation Style (Vancouver Citation Style, 1973) – is a sequential numerical style in which references to sources are numbered [in square brackets] in the course of their mention (citation) in the text: [1] – in the case when the reference to the work, without specifying a specific page or range of pages; [1, p. 20] – in the case when a link to a specific page or a range of pages. (Note: the introduction of a hyperlink into the text that leads to a source in the List of references is welcome, the author will appreciate the convenience of working with hyperlinks when editing an article).

DOI search is carried out on the website http://search.crossref.org to do this, enter the title of the article in English in the search bar. In the List of References, each source should be placed from a new line under an ordinal number, which is automatically created in a text editor (note: do not force numbering!). Detailed rules for the design of the bibliography can be found at the link to the description of the "Vancouver style". The most important of them are:

In the list, all works are listed in the order of citation, not in alphabetical order.

In the text of the article, references to sources are given in square brackets in Arabic numerals.

The number of works cited: up to 60 are allowed in original articles, up to 80 sources in reviews. ALL AUTHORS should be represented in the bibliographic description of each source. If the publication has more than 4 authors, then after the 3rd author it is necessary to put the abbreviation "et al." or "et al.". It is unacceptable to shorten the title of the article. The name of English-language journals should be given in full. The names of domestic magazines cannot be shortened. The format of the reference lists must comply with the requirements and standards of the U.S. National Information Standards Organization NISO Z39.29-2005 [R2010]), which will ensure further indexing of the article in international databases. When referring to journal articles (the most frequent source of information for citation), you should adhere to the template:

  • Author A. A., Co-author B. B. Title of the article. The name of the magazine. Year;Volume(Number):page-page It should be noted that the title of the article and the journal should not be separated by the sign "//". To describe the release date, volume, journal number and pages on which the article is published, an abbreviated record format should be used. If the work is not published in Russian or in English, it is necessary to indicate the language of the publication in parentheses – for example: (In Arabic)

References (list of references in English)

The numbering of works corresponds to the numbering in the "List of References", the names of Russian-language works are translated into English, the names of publishing houses are given in transliteration (for example: Nauka) For works published in a language other than English, the language of publication is indicated in parentheses (for example: In Russ., In Arabic.) The rest of the design rules are similar to those applied in the "List of References".

  1. Compliance with ethical standards.. To publish the results of the original work, it is necessary to indicate whether.

Accompanying documents. When submitting a manuscript to the editorial office of the journal, it is necessary to additionally upload files containing scanned images of completed and certified accompanying documents (in *.pdf format). The accompanying documents include a cover letter from the author's place of work with the seal and signature of the head of the organization, as well as the signatures of all co-authors (for each organization specified in the manuscript, a separate cover letter must be provided).

Filling out an on-line form. For successful indexing of articles in domestic and international databases, when submitting a manuscript to the editorial office via the online form, it is necessary to enter all its metadata in detail separately. Some metadata should be entered separately in Russian and English: the name of the institution where the authors of the manuscript work, detailed information about the place of work and position, the title of the article, the abstract of the article, keywords, the name of the sponsoring organization.

  • Authors. AttentionThe full name of the AUTHORS is filled in only in English. It is necessary to completely fill out the personal data of all authors. The e-mail address of the author indicated as the contact person for correspondence will be published for communication with the team of authors in the text of the article, and will be freely available to Internet users and subscribers of the printed version of the journal.
  • The title of the article. Must be fully duplicated in English.
  • Abstract of the article. It must completely match the text in the manuscript file in both English and Russian.
  • Indexing of the article.
  • Keywords. It is necessary to specify keywords - from 10, contributing to the indexing of the article in search engines. Keywords should be translated into English in pairs, separated by a punctuation mark "semicolon".
  • Language. It is necessary to specify the language in which the full text of the manuscript is written. In the case when the author publishes an article in two languages, it is necessary to specify a double indexation by language (for example, [en;en].
  • List of references. The list of references should be designed according to the Vancouver style of citation of sources: examples of design can be found here:
  • Additional data in the form of separate files should be sent to the editorial office along with the article immediately after downloading the main file of the manuscript. Additional files include accompanying documents, image files, source data (if the authors wish to submit them to the editorial board for review or at the request of reviewers), video and audio materials that it is advisable to publish together with the article in an electronic journal. Before sending, you should enter a description of each file being sent. If the information from the additional file should be published in the text of the article, it is necessary to give the file an appropriate name (for example, the description of the image file should contain a numbered caption, for example: Fig. 3. Pages of the manuscript of the book by Mikhail Mikhailovich Speransky).
  • Completion of the article submission. After downloading all additional materials, it is necessary to check the list of files to be sent and complete the process of sending the article. After completing the sending procedure (within 7 days), an email notification will be sent to the email address specified by the authors when submitting the manuscript (the absence of a letter is a confirmation that the manuscript has not been received by the editorial office). The author can contact the editorial office (editor or reviewers) at any time, as well as track the stage of processing his manuscript through his personal account on this site.

Preparation of articles

  1. To submit an article, the authors must confirm the following points: The manuscript can be returned to the authors if it does not correspond to them.

1.1. This article has not been published before, and also has not been submitted for consideration and publication in another journal (or an explanation of this is given in the Comments for the editor).

1.2. The file of the submitted article is submitted in OpenOffice document format, Microsoft Word.

1.3. Full Internet addresses (URLs) for links are provided where possible.

1.4. The text is typed with one and a half line spacing; a font size of 14 points is used; italics are used for highlighting, not underscores (except for Internet addresses); all illustrations, graphs and tables are located in the appropriate places in the text, and not at the end of the document.

1.5. The text complies with the stylistic and bibliographic requirements described in the Authors' Guide located on the web page of the journal.

1.6. Accept the terms of the Public Offer PDF.

2.The Federal State Educational Institution of Higher Education, the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, the South Russian Institute of Management (hereinafter referred to as the Licensee) offers authors or other copyright holders (hereinafter referred to as the Licensor) to grant the right to use works of science, literature or art (hereinafter referred to as the Works) by concluding a license agreement on the terms of an exclusive license with the following in ways:

2.1. Publication of Works indicating the Licensor's name in the Licensee's publication, including in electronic, without limitation of circulation.

2.2. Reproduction of Works, that is, the production of one or more copies of Works or parts thereof in any material form, including electronic, as part of printed publications and/or electronic, including periodicals of the Licensee.

2.3. Distribution of copies of Works and/or parts thereof expressed in electronic or printed form.

2.4. Making the Works available to the public in whole or in part (including by posting on the Licensee's websites and on the website of the Scientific Electronic Library), so that any person can access an electronically expressed copy of the Work and information about the Licensor from any place and at any time of their own choice.

2.5. Translation of Works into any languages of the countries of the world or other processing of Works, that is, any modification of Works, including text editing, provision of illustrative and/or textual materials (in the right amount at the discretion of the Licensee) that do not lead to a change in the meaning of the text and/or distortion of its content.

2.6. Granting to third parties, at the discretion of the Licensee, the right to use the Works within the specified methods of use, i.e. the Licensor agrees to the conclusion of sublicense agreements by the Licensee. Such a right is granted to the Licensee from the moment of acceptance of the author's offer and does not require payment of additional remuneration, conclusion of additional agreements and issuance of permits. The sublicensee is responsible for the actions of the sublicensee to the Licensor.

  1. Rights and obligations of the parties:

3.1. The Licensor is obliged to:

3.1.1. To issue the manuscript of the Work in accordance with the requirements specified on the official page of the publication of the Licensee's website in the information and telecommunications network "Internet".

3.1.2. To transfer to the Licensee the manuscript of the Work in electronic form in the manner specified in the requirements specified on the official page of the publication of the Licensee's website in the information and telecommunications network "Internet".

3.1.3. To transfer to the Licensee brief information about the Licensor in electronic form to the extent and in the manner specified in the requirements specified on the official page of the publication of the Licensee's website in the information-telecommunications network "Internet". The Licensor grants the Licensee the right to store and process the transferred personal data without time limit (the full list of transferred personal data and the purpose of their processing are specified in the requirements, on the official page of the publication on the Licensee's website on the Internet information and telecommunications network).

3.1.4. At the request of the Licensee, without remuneration, read the pure proofreading of Works within the agreed time limits, taking into account the technological schedules for the preparation of publications.

3.2. The Licensee is obliged to:

3.2.1. To publish the Works received by the Licensee within 1 (One) year from the date of delivery of the Works in proper form.

3.2.2. To use the Works in the ways listed in clause 1.

3.3. The Licensor has the right:

3.3.1. To receive information about the progress of the Licensee's work on the manuscripts of his Works.

3.3.2. To post an announcement of Works, including on the Internet information and telecommunication network, without additional agreement with the Licensee, with mandatory indication of the Licensee's name and a link to the Licensee's official website.

3.4. The Licensee has the right to:

3.4.1. Edit the text of the Works, make changes to the title and scope of the Works, coordinating the edit with the Licensor.

3.4.2. Send manuscripts of Works for review without informing the Licensor of information about the reviewer. Based on the results of the review or by the decision of the editorial board of the publication, the Licensee has the right to refuse to publish Works without explaining the reasons to the Licensor.

3.5. Upon agreement of the final text and title of the Works, neither party has the right to make changes to them without written agreement with the other party.

  1. Guarantees of the parties:

4.1. The Licensor guarantees to the Licensee that:

 – by virtue of the creation of Works, the authorship of the Works belongs to the Licensor, and he is the owner of the exclusive right to the Works;

 – the exclusive right to the Works has not been alienated, has not been challenged in court, has not been mortgaged, has not been burdened in any other legal way, and the exclusive license for the right to use the Works in the ways specified in paragraph 1 has not been granted to other persons;

 – the conclusion of the license agreement does not violate the rights and legitimate interests of third parties;

 – The works do not contain information, access to which is restricted or prohibited in accordance with the procedure provided for by the current legislation of the Russian Federation.

4.2. The Licensee guarantees that he will ensure compliance with the personal non-property rights of the authors of the Works and the exclusive right of the copyright holders to the Works.

  1. Terms of use of Works, other conditions:

5.1. This invitation to make offers contains the essential terms of the license agreement. If the Licensor agrees with these conditions, he sends the Licensee an offer to conclude a license agreement with him (an author's offer). The moment of acceptance is the inclusion by the Licensee of the Works in the publishing plan of the corresponding publication. Notification of acceptance after inclusion in the publishing plan is sent by the Licensee's authorized person to the Licensor by e-mail and (or) other contacts specified in the Licensor's offer. Prior to the inclusion of Works in the publishing plan of the corresponding publication, no other negotiations between the Licensor and the Licensee are related to the moment of acceptance.

5.2. The right to use the Works is granted for the duration of the exclusive right to the Works.

5.3. The Author's offer is considered not accepted in cases of violation of the terms of clause 2.1., the guarantees contained in clause 3.1., as well as in the case specified in clause 2.4.2.

5.4. Manuscripts of Works are considered received by the Licensee if they are issued in accordance with the requirements of the Licensee. The manuscripts of the Works are considered to have been submitted in proper form if the Licensee has not submitted claims to the Licensor for their re-registration within 30 (Thirty) working days after receipt.

5.5. The right to use the Works is granted to the Licensee free of charge.

5.6. The right to use the Works is granted to the Licensee throughout the world.

5.7. The right to use the Works specified in clause 1 is granted from the moment of acceptance of the author's offer and does not require the conclusion of additional documents (acceptance certificates, etc.).

5.8. The license agreement may be terminated by mutual written consent of the parties or by a court decision.

5.9. All disagreements arising from the terms of the license agreement are subject to settlement by negotiation.

5.10. The party that does not agree with the results of the negotiations is obliged to send a written claim to the second party by registered mail or hand it over to the second party under signature.

5.11. The party who received the claim is obliged to give a reasoned response to it within 15 (fifteen) working days by sending a response to the other party either by registered mail or by handing over to the party under signature. In case of failure to reach an agreement between the parties, disputes are subject to judicial review in accordance with the current legislation of the Russian Federation. public offer (PDF).

 

 

Submission Preparation Checklist

As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.

  1. The manuscripts are accepted if has not been published or submitted for publication elsewhere.

  2. The materials should be prepared in a format OpenOffice, Microsoft Word, RTF, or World Perfect.

  3. Internet links are provided as a complete URL. 

  4. Text should be typed with an interval of one and a half line spacing, font Times New Roman, 14 pt; to highlight the accents it is recommended to use italics rather than underlining (except Internet links). All images, graphics and tables are placed within the text according to the meaning of the particular part of text  (and not at the end of the document).

  5. Text should follow the stylistic and bibliography requirements as stated in  Regulations  located in the Part "About Us." 

  6. Please, remove the authors' names from the title of the article and other parts of the document to ensure the  anonymity of reviewing.

 

Copyright Notice

Agreement Sending the manuscript to the scientific journal "State and Municipal Administration. Scientific notes" the authors confirm that:

  • they are authorized by their co-authors to conclude these agreements;
  • the described work has not been published before (except for an abstract or as part of a published lecture, review or dissertation); it is not considered for publication elsewhere; its publication has been approved by all authors and responsible bodies – tacitly or explicitly – of the organizations in which the work was performed;
